Abortion bill passed by parliament

A majority of Sjálfstæðisflokkurinn (Independence Party) MPs voted against the health minister’s abortion bill. The bill was nevertheless approved by Alþingi, by 40 votes to 18. Sjálfstæðisflokkurinn was the only party that split on the issue, including at the ministerial level, with three of its ministers in favour and one against.

One Miðflokkurinn (Centre Party) MP abstained, while all others voted no. 

Svandís Svavarsdóttir’s bill on changing the law around abortion attracted passionate debate and took several months to pass parliament—eventually securing a convincing vote in favour yesterday evening at around 19.00.  

Sjálfstæðisflokkurinn was split on the matter, with eight of its MPs voting against the bill, two abstaining, and four voting in favour. Finance minister and party leader Bjarni Benediktsson is the only government minister from any ruling party who voted no. His party colleagues in the cabinet Guðlaugur Þór Þórðarsson, foreign minister, and Kristján Þór Júlíusson, fisheries and agriculture minister, both voted yes. Þórdís Kolbrún Reykfjörð Gylfadóttir, vice party chairman and minister for industry, innovation, tourism, and justice, was absent on official business in Greenland. She wrote on Twitter that she would have voted yes if present. 

All Vinstri grænir (Left Green) members voted yes, alongside all representatives of Framsóknarflokkurinn (the Progressive Party), Samfylkingin (the Social Democrats), Píratar (the Pirates), and Viðreisn (Resurrection).  

Both Flokkur fólksins (People’s Party) MPs voted against the bill, as well as all Miðflokkurinn MPs, apart from Anna Kolbrún Árnadóttir, who abstained. Lilja Dögg Alfreðsdóttir, deputy leader of Framsóknarflokkurinn and minister for education and culture, was also away on ministerial business, but her deputy voted in favour of the bill. 

The new law will allow abortions up to the 22nd week of pregnancy without permission from a committee. The outgoing law prohibited abortions after the 16th week without approval from a medical committee.
